Prime at 4.75%: how Tel Aviv buyers can manage the rate decision

Prime is 4.75%. Here is what a buyer controls

The Bank of Israel policy rate is 3.25%. Israeli prime is that rate plus 1.5 percentage points, which puts it at 4.75%. The next decision is due within days. Nobody can say which way it will go, and a sound purchase should not depend on it.

Prices have already moved

On the Central Bureau of Statistics index, Tel Aviv district prices in July–August 2026 were 6.8% below the January–February 2025 peak and 1.9% lower than a year earlier. Israel overall was 1.8% lower year on year. The fall in new-build prices year on year narrowed from 4.2% in March–April to 0.4% in July–August, so the picture is not one-directional. That is why specific deals matter more than headlines.

Negotiating room exists

About 84,000 new homes were unsold at the end of April 2026, roughly 29.5 months of sales at the current pace. In Tel Aviv-Yafo, new-build sales fell to 878 in June–August from 1,210 in March–May, a drop of 27.4%, while second-hand sales rose to 533 from 444. Developers with unsold stock have reasons to flex on price, on payment schedules, or on both.

What you can do now

First, get mortgage pre-approval, so you know your borrowing capacity and can move when the right apartment appears. Second, price a shekel loan for part of the purchase. The loan then moves with the asset it finances, and prime-linked tranches can be sized to your tolerance. Third, negotiate developer payment terms, which spread your exposure over time.

For scale, ₪5M costs $1,619,000 today, $160,000 less than at the May low. Waiting for a better rate or a better exchange rate is itself a currency and rate bet, and it can go either way. A staged conversion or a forward contract arranged with your bank turns that risk into a number you choose.
